Definition of recall

The recall usually means that government agencies take compulsory measures to recall products that are potentially dangerous to the final consumers.This kind of incident usually happens when importers or retailers do not arrange quality control inspection of their suppliers before shipment.

The recall is a legal act of the government to protect consumers and promote product importers and retailers to improve product quality. Relevant government agencies or industry organizations authorized by the government will commission independent third-party laboratories to conduct quality control inspection of products in the retail market.

In order to prevent the importer or retailer from being forcibly recalled by the government due to quality problems,generally the importer or retailer will entrust an independent third-party laboratory before importing the product. Randomly take samples from large goods,conduct independent inspection and evaluate the quality and safety of the products. Then check whether they meet the laws and regulations of the place of sale, Random Sample Picking introduced the sampling in detail. If the product submitted by the supplier is qualified,the supplier can be notified to deliver the product. If the product test results are failed,remedial measures can be taken in time.

Such a quality control inspection seems reasonable,but all testing laboratories must have a disclaimer.The results of this product test report are based on the test samples provided by the entrusting party,not for large quantities of products. The test samples required by importers used in laboratory tests are usually provided by the manufacturer’s factory.

For importers or retailers,any product recall is a disaster because of high recall fees and government fines. The most terrible thing is the huge loss of the company’s business reputation. Even so,in the European and American markets,tens of thousands of products are forcibly recalled every year,leading to the bankruptcy of some importers or retailers.Why is this?

Take toys as an example,an importer imported a batch of toy products from southeast Asian countries and eventually sold them in the retail market. Personnel from government departments took some toy samples from the market and sent them to a third party laboratory designated by the government for product testing. However,it was found that the heavy metal content of the toy product exceeded the standard ( such as lead,cadmium and other heavy metals). Next,the toys will be pulled from the shelves and a mandatory product recall be implemented . Statistics from CLI show that 80 % of toy product recalls are related to excessive heavy metal content.

However,the fact is that quite a number of importers / retailers are still not aware of this risk,they are not implementing quality control inspection on the samples submitted by suppliers. They always think wishfully that if they have cooperated with the factory for a long time,the factory should not cheat them.This kind of thinking is very dangerous.In international trade,all stakeholders always put commercial interests above other commercial elements. Emotional way of thinking is fatal,which is why some importers have to go bankrupt after a recall because they believe in the promise of suppliers.Such things emerge one after another.
